If the said girl is in need and does not have money equal to the value of fifty-two and a half tolas of silver (threshold of Zakat), in excess of her real needs, nor she owns surplus goods of value equal to fifty-two and a half tolas of silver, and neither is she a “Sayyidah", she can then be given Zakat. Note that “Sayyids” are not allowed to accept Zakat according to Shariah rules. 

It should be noted that handing over zakat money to school or university administration will not absolve the donor of fulfilling his/her obligation towards Zakat. 

و شرعًا (تمليك) خرج الإباحة، فلو أطعم يتيما ناويا الزكاة لا يجزيه إلا إذا دفع إليه المطعوم كما لو كساه بشرط أن يعقل القبض إلا إذا  حكم عليه بنفقتهم (جزء مال) خرج المنفعة، فلو أسكن فقيرا داره سنة ناويا لا يجزيه (عينه الشارع) وهو ربع عشر نصاب حولي

قوله: فلو أسكن إلخ) عزاه في البحر إلى الكشف الكبير وقال قبله والمال كما صرح به أهل الأصول ما يتمول ويدخر للحاجة، وهو خاص بالأعيان فخرج به تمليك المنافع. اهـ. "۔۔ الدر المختار وحاشية ابن عابدين (رد المحتار) (2/ 256)
