Pakistan Governement offer overseas Pakistani a Roshan Digital Accounts and give i beleive Monthly or Quaterly profit, Are we allowed to open that account? and are we allowed to earn profit from that account?

We do not know the details of this scheme, whether it is "Mudharabah" or "Musharikah" (speculation or partnership) or any other type of account. Only after knowing the details of this scheme, will we be able to provide a ruling on it.
Generally in banks and institutions where a certain amount of interest is being paid by the scheme holders for keeping the money in their institutions, it will then be ruled an illegal account because of involvement of interest.
Therefore, do not open an account at all, unless you have become aware of the ruling by providing us functioning details of this scheme.
