الجواب وباللہ التوفیق

 "Monkfish" is a river animal, and all kinds of fish from among the river animals are lawful according to the consensus among Ahnaf scholars. 

Whether the “Monkfish” is included in the category of fish or not, and for the determination and identification of the characteristics necessary for a fish to be a fish, will be based on the statements of animal experts, scholars, observers, or the lexicographers. Therefore, if "Monkfish" is considered a type of fish by zoologists, and the beach fishermen, then it is indeed a fish, and it will be halal to eat, otherwise not. (مستفاد از فتاویٰ قاسمیہ: ۲۴؍۱۲۶)
