Assalamualaikum,
Is it permissible to do fund raising in masjid for masjid renovation. Is it permissible for the speaker to take 10% as commision from the funds raised. Many times the speaker continues for more then 2 hours forcing people rather then encouraging them to donate for masjid. What is the best way to do fund raising.

The unreasonable decoration of the Masjid which has no necessity, e.g., to make its decorative patterns, adorning it, this itself is against the practices of the time of Sahaabah, however, if would also strengthen the construction then without Karaahat it’s permissible.
It would be better that the donations are collected outside the Masjid, but if desired success is not achieved then it can be done in the Masjid but it is necessary and incumbent to keep in mind the respect of the Masjid, taking care of the Musallis, and that it should be done with encouragement telling virtues; forcing or pressuring anyone is not permissible.
The Scholars have written about the commission on the donations that it’s not permissible for a person who is not a regular salaried employee to work on commission basis only, however, if the committee or responsible persons appoint someone for donation collection and fix the wages for his services beforehand without fixing a percentage then it’s permissible.

کیا مسجد کی تزئین کے لیے مسجد میں فنڈز اکھٹے کرنے کی تقریب کرسکتے ہیں؟ کیا اس میں تقریر کرنے والے کے لیے اکھٹی ہونے والی رقم میں سے ۱۰ فیصد کمیشن لینا جائز ہے؟ بسا اوقات مقرر دو گھنٹے سے زیادہ اپنی بات جاری رکھنا ہے اور ترغیب دینے کے بجائے زور دے کر مجبور کرتا رہنا ہے کہ وہ مسجد کے لیے عطیات دیں۔فنڈز اکھٹے کرنے کا بہترین طریقہ کیا ہے؟

مسجد کی بے جا تزئین جس کی ضرورت ہی نہیں مثلا اس کے نقش و نگار بنانا،آرائش کرنا یہ خود خلاف اولٰی ہےاور اگر اس سے تعمیر کی پختگی بھی ہو تو بلا کراہت جائز ہے۔
بہتر یہ ہے کہ مسجد سے باہر چندہ وغیرہ کیا جائے لیکن اگر خاطر خواہ کامیابی نہ ہو تو مسجد کے احترام اور مصلیوں کی رعایت کے ساتھ ترغیب دے کر خوش دلی سے حاصل کرناضروری اور لازم ہے کسی سے زور زبردستی جائز نہیں ۔
کمیشن پر چندہ کے متعلق علماء نے لکھا ہے کہ جو شخص باقاعدہ تنخواہ دار ملازم نہیں ہے اس کا محض کمیشن پر چندہ کرنا جائز نہیں ہے البتہ کمیٹی یا ذمہ دار احباب اگر چندہ جمع کرنے کے لئے کسی شخص کو طئے کرے اور فیصد کی تعیین کئے بغیر اس عمل کی اجرت پہلے سے متعین کردے تو جائز ہے ۔ وشرطہا کون الآجرۃ والمنفعۃ معلومتین {شامی:۹/۷}
