Using Tissue Paper Cleaning/Tahara

Assalamualikum Mufti sab

 
I have a question regarding taharah. When we use washroom we wash our private parts with water. Since my home country is India, that's how I have been taught to do. Now I live in the US. But nowadays people are saying that tahara can also be done using tissue paper. 
 
1. Could you please explain if this is a valid thing? If it is, can it be done anytime or only in certain circumstances?
 
2.Also, when we use water and get over with the washroom without using tissue paper, the trouser gets wet. Does that make the trouser napaak even though we have cleaned the seat before sitting and washed the private parts thoroughly?

If by using tissue the filth is cleaned completely then it is permissible to use it for taharat. However one should preferably use water in addition,to get complete satisfaction. If by using the tissue paper the remaining filth is equivalent to the size of a quarter then it is wajib(mandatory) to use water for cleaning oneself. After finishing taharat the remaining water on the body does not make the clothes napaak(dirty).

 

ومن الاداب ان یغسل مخرج النجاسۃ بعدالاحجار اذا لم یتجاوز النجاسۃ مخرجھا واما اذا جاوزت مخرجھا والحال انھا لم تکن قدرالدرھم فغسلہ سنۃ وان کان قدروالدرھم فغسلہ واجب الخ (حاشیہ فتاوی حقانیہ، ص 591، ج1
